good article, but not all of these techniques are effective. previously i was submitting couple of my websites to web catalogues. i submitted each of them to over than 5.000 directories (i’ve spent lots of time). and guess how many visitors i got from there? ZERO! the only pros was that one of the sites got PR 1 instead of 0.

Yes to both, for Google and for the users. For Google it does not make sense that you link to unrelated sites in your content all the time and it can set off a red flag that your selling links, now, this does not apply to dofollow comments, but links in content. For users links to unrelated sites suddenly appearing in the post is not helpful to them either. It really stinks of a link scheme overall.
